VFR Forms was founded over 25 years ago by Frank and Virginia Rowley to satisfy numerous requests from contractors and suppliers for needed, but hard to find forms. VFR now provides hard copy forms, digital form software, books, and seminars for the construction industry. To this day they still work hard to ensure that all forms are always current with the most up-to-date information possible.

Frank Rowley, Esq. of the law firm of Penney and Associates is available to answer questions regarding construction law. Mr. Rowley also presents the seminars on Mechanics' Liens, Contracts for the Construction industry and Small Claims. Mr. Rowley is the author of the book, "Mechanics' Lien Law and Collection Procedures for Contractors and Material Suppliers" now in its fifth printing, and co-author of the book, "Guide to the Small Claims Courts fo California." Mr. Rowley has also authored the "California and the Nevada Lien and Construction Forms Program" which includes 30 hard to find forms and is now available on CD's.
